EXTREF - refer to symbol(s) in External Segment.

Usage:

[NAME,NAME,...]:  extref

Where:

[NAME,NAME,...]: are the names of symbols expected to be in the External Segment.

Description:

"extref" declares that the given names are symbols that should be found in the External Segment. At present, this macro just generates SYMREFs for these symbols.
