NSC - explain files for the multi-segment compiler.

Most of the explain files under "expl c" apply to both the single segment and the multi-segment versions of the C package. However, there are a few explain files that only apply to one version of the compiler. The ones that are unique to the multi-segment compiler are found under "expl nsc". See "expl nsc index" for more details.
