FCLOSE - flush and close a file.

Usage:
#include <stdio.h>
ret = fclose( f );
Where:
- FILE *f;
- points to the file to be closed.
- int ret;
- indicates whether or not the close operation worked. A
zero is returned if the function was successful; if
errors occurred, the return value is non-zero.
Description:
"fclose" flushes any buffers maintained for the
given file and closes the file. Buffers allocated by the standard
I/O system are freed.
