.PRIV - determine if a user is privileged.
Usage:

flag = .priv( mask );

#equate B_priv .priv
int B_priv(int mask);
Where:
- mask
- is a word with bits set for the privileges being tested.
The following bits may be set in "mask" to test
for the privileges indicated:
18 - 0400000 LODX
19 - 0200000 CARDIN
20 - 0100000 TALK
21 - 0040000 LODS
- flag
- is non-zero if the user has all the bits specified in
"mask", zero otherwise.
Description:
This routine may be used by a program to determine if a user
has sufficient privilege to perform some action. In batch, the
value of "mask" is ignored and the value returned
reflects whether or not the job has privity.
