DRL TERM (octal 32) - clean up UST after user termination.

Usage:

drl    term

Description:

DRL TERM is used only by the subsystem TERM. If another subsystem executes it however, the DRL is accepted (since an error comment cannot be issued), but the terminate function is bypassed. The UST is reset to its initial condition and the executive performs no more I/O to the designated line.
